The Department of Social Welfare and Development (DSWD) created the Yakap Bayan Framework of Intervention in 2017 as a cycle recovery and reintegration structure for delivering strategic and cohesive services to recovering drug users, their communities, and their families. These individuals are referred to as “RPWUDs.” The following is a collection of its specific objectives:

1) meeting RPWUDs’ medical, psychosocial, economic, and spiritual needs through a combination of widely available resources from civil society organizations (CSOs), national government agencies (NGAs), and faith-based organizations (FBOs); and 2) ensuring RPWUDs’ access to medical care and mental health services.

The goal of the Yakap Bayan Program is to enhance the RPWUDs’ quality of life and level of participation in the community. In particular, it aims to:

  • Properly reintegrate individuals who have been wrongfully convicted of violent or sexual actions back into their communities, there needs to be a system in place that is both comprehensive and effective.
  • Improve the ability of RPWUDs to deal with day-to-day obstacles after they return home;
  • Improve the understanding, outlook, and ability of family members to assist RPWUDs on their journey to recovery;
  • Contribute to the creation of conditions that allow RPWUDs to effectively reenter society after serving their sentence.

Who are its beneficiaries?

Participants in the YBP (SOGIE) can be former drug users (PWUDs) of any age, gender, sexual orientation, or gender identity or expression as long as they have finished primary treatment .

In accordance with DDB Regulation No. 6 and 7 series of 2019, participants in the program may include CWUDs (children who use drugs), clients who voluntarily or compulsively admitted themselves, clients who surrendered themselves, clients who negotiated plea deals, and/or clients who the court ordered.

How can I apply for it?

The Yakap Bayan After Care Program is available to those who are interested in learning more about it. To join the program, they can take the following steps:

Step 1: Go to the nearest DSWD Field Office, wherein they will undergo an interview and submit an application form.

Step 2: Once accepted into the program, participants will undergo various activities, such as counseling sessions and life skills training. The duration of their stay may range from three (3) to nine (9) months.

Throughout the program, social workers will monitor the development of the participants. They will also handle any concerns that they may have. After they’re done with the program, the participants will be provided with additional support services, such as referrals and reunion programs.
